Eurotech cooling surge tank purpose; Cooling system no 2 surge tank

I purchased a 2004 eurotech, cursor 13, 450hp prime mover about 9 months ago.

On hill climbs, under high torque , she gets close to the red on the temp guage(real close) .Sadly it does not show engine temperatures. I lose 500ml to a litre per day, going from max fill to min fill heights.

I had it in to the radiator guys and they advised me this model has a smaller radiator setup like the cursor 10.... the stralis uses a larger radiator for the cursor13. They felt installing a new radiator would probably not alter what they believe is a design fault.

I carried out a drain ,flush, and refill and only used 34 litres instead of the 44 specified.
During the flush i noticed a second cooling system plastic tank, inaccessible, under the floor lower than the accessible main surge tank. I presumed this would be a non pressurised expansion recovery tank.
It is not.

Iveco list this as a second surge tank and it carries a pressure relief cap the same as the upper tank.

My issue is, this tank appears to take approximately 10 litres and has the appearance of pristine never used condition. No coolant has ever been in it..The supply hose is blown out and clear.

This tank would hold 25% of my cooling capacity.Being pressurised and lower than the main surge tank, i cannot see how it is going to work to asssist the system as it only has the one overflow pipe to it. Being lower i would have thought it would at least be full of coolant ?

Can anyone explain the use and operation of the two pressurised surge tanks?.
Is there anything odd about this system i should know?.
Should this tank be full or empty?.
How do i know when it is operating correctly?

I replaced the Main non pressure relief cap (green) and am considering replacing the two surge tank pressure relief caps.
I am wondering if some galleries in the top plastic tank were never functional when moulded. Regardless it seems to be a considerable part of the cooling system being unused.

Any advice would be appreciated.

well I filled No2 surge tank with coolant......long process of trickling fluid down an overflow hose....... :'(

tested all galleries are open in No 1 surge tank.

Not surprisingly, No 2 tank makes insignificant difference , full or empty.
.

Who the heck designs these, a third year apprentice could deduce, that is a lot of structure which is going to have very little effect on the cooling system,
